Main Scope of Post
The Manager will be responsible for driving forward the growth and quality of Mechanical and Electrical / Electronic Engineering Work Based Learning (WBL) provision within the Technical Apprenticeship School.
The person has responsibilities for:
- The post holder will lead on the expansion and the effective & efficient delivery of the apprenticeship & workplace learning contracts, maintaining full contractual compliance
- To work with the Leadership Team ensuring that high quality is provided, demand led training/development opportunities to meet the needs of local and regional businesses and other stakeholders.
- Development of partnerships through superb communication with external bodies and industry employers.
- Managing and making the best use of resources including staffing and consumables.
- Gaining funding through high levels of enrolment, retention and achievement.
- Achieving excellent apprentice/learners retention and timely achievement through setting aspirational student targets and effective quality assurance.
- Working with the Course Team Leaders and Managers within TAS to create timetables for all apprenticeships within his/her remit.
- Teaching across a range of programmes according to his/her specialism and will be responsible for the effective curriculum management of a range of TAS apprenticeships.
- Develop appropriate H&S systems and procedures that reduce the risk to harm to apprentices and employees, either under your direct control or those placed with employers. This will require routine audits, regular guidance for employers and apprentices on workplace safety and robust monitoring of H&S practices in the workplace
- Organisation and development of the Technical Apprenticeships.
GENERIC DUTIES
Recruitment of Students
- Working with the Apprenticeship and Skills team and the Commercial Manager to ensure that potential applicants and apprentice/learners receive accurate information and guidance. To participate in open evenings and recruitment activities.
- Contribute to the production of accurate information for factsheets and apprentice/learners’ journey.
- Working with the Apprenticeship and Skills team and commercial managerto interview potential applicants and participate in student interviews and completing skills scans with new applicants.
- Working with the Apprenticeship and Skills teamto contribute to the development, promotion and delivery of the team’s marketing and recruitment strategies for Work Based Learning to promote courses within the remit.
Induction and Support for Students
- Contribute to the design of induction programmes and course handbooks.
- Ensure induction programmes for TAS programmes are delivered effectively including involvement of work based assessors and employers.
- To promote and support the TAS Team in the use of One-file as the main system to be used for the tracking and monitoring of the apprentices progress.
- Actively working with employers to develop relevant and demanding apprenticeship programmes, linked to local, regional and national skills demands.
- Ensure apprentices’ attendance is effectively monitored and employers are kept informed of any changes.
- Ensure that all apprentices’ starting point is comprehensively reviewed and documented with a skills scan. Basic skills initial and diagnostic assessments are undertaken and that apprentice/learners receive effective learning support.
- Keep up-to-date with student support and learning support arrangements, ensuring apprentice/learners have full information and referrals are made where required.
- Ensure that resources within subject area are kept up-to-date and accessible to apprentice/learners and other staff in liaison with the other managers and the Learning Centres.
- Contribute to preparing TAS Apprentice/learners focusing on skills, knowledge and behaviours for each individual standard
- Ensure termly reports are prepared for employers of TAS apprentice/learners
- Attend meetings to provide information to employers on skills, knowledge and behaviours focusing on attendance, OneFile progress and the tracking and monitoring of OTJT hours.
Design and Delivery of Programmes
- Develop and deliver operational plans that include innovative and engaging strategic initiatives designed to secure the future viability, growth and development of work-based provision.
- Involve employers in the design and delivery of relevant programmes.
- Investigate/analyse the skills shortages in the local area and the related impact on employers, using labour market information, environmental scanning and by working with other organisations and employer forums.
- Lead on product development in conjunction with key managers, develop a suite of apprentice Standards that meet employer demand, are achievable and cost effective to deliver
- Business planning, with emphasis on achieving contracted targets, maximising income generation from all contracts Management Responsibilities
- Involve employers in the design and delivery of relevant apprentice/learner standard
- Ensure the preparation of schemes of work, lesson plans and resource materials for all TAS standards and commercial programmes within the remit.
- Teach across a range of programmes within the TAS School from Level 2 to Level 5.
- Ensure the preparation of assessment plans and schedules and ensure apprentice/learners are aware of TAS standards within the remit and that commercial learners are aware of assessment requirements.
- Ensure apprentice/learners are assessed regularly including the timely marking of work and being given feedback, both written and oral and recorded in their One-File portfolio.
- Ensure there is adequate preparation for and delivery related to the phase and end-point assessments to maximise timely success.
- Ensure there is robust planning for off-site assessment through effective communication with assessors/IVs and regular standardisation meetings.
- Utilise IT and e-learning to deliver elements of the apprentice/learner standard and commercial courses.
Quality and Curriculum Management
- To ensure standardisation and verification of assessment processes and liaison with External Verifiers/External Examiners/Standards Verifiers for apprentice/learner standards and commercial courses to ensure that all assessments meet national standards.
- Maintain and disseminate up to date information in relation to national policy regarding Apprenticeships, developing relationships with appropriate external agencies, including ESFA at an appropriate level
- Working with Head of Quality develop and maintain robust quality systems that are compliant with the requirements of funding & awarding bodies which lead to good teaching/learning and improved outcomes
- Develop and maintain a highly effective and efficient operational delivery system, where productivity and staff utilisation is within benchmarks
- To ensure targets for apprentice/learner attendance, achievement and timely success are met to meet the performance management programme.
- Ensure effective communication with employers by regularly updating them with termly reports, exam results and weekly attendance reports.
- Respond to apprentice/learner and employer feedback, ensuring correct and effective actions are taken.
- Liaise with the Administrator/Assessors to ensure prompt registration of learners on correct apprenticeship standards within the remit.
- Organise and attend team meetings and case conferencing involving assessors, verifiers, lecturers, etc. to ensure quality assurance of apprenticeship provision.
- Participate in the formal Lesson Observation process on an annual basis, which requires at least one formal Lesson Observation to take place.
- To carry out staff appraisal and teaching observations, as agreed with the Assistant Director of TAS and to assist in the development and training of all staff within the post holder’s remit.
- Lead programme reviews and set and monitor action plans and work with Assistant Director of TAS to implement and update Quality Improvement Plan.
Management
- Working with the Head of School – Engineering – Mechanical and Electronic and Section Managers for Mechanical and Electrical/ Electronic Engineering to create timetables for all WBL and commercial courses to maximise the use of accommodation and staffing resources.
- Assist in development planning and the construction of the School’s course portfolio.
- Liaise with Employers & Assessors to design work based learning programme to meet the employer needs
- To keep abreast of the awarding body’s and National Standards’ requirements and communicate the information to employers and employer advisory boards.
- Manage all part-time teaching and non -teaching staff to ensure they are kept informed regarding all Company and curriculum developments.
- Assist the Assistant director in the booking of Agency Lecturers.
- To contribute to the general development of the comapny including Higher Apprenticeships in engineering.
- To promote the apprenticeship provision, manage employer relations and improve employer satisfaction in WBL against agreed targets.
- To act as Line Manager for assessors and lecturers working on TAS programmes, ensuring efficient delivery and timely progress.
- To ensure the delivery of a quality learning experience to all students on TAS programmes, including IAG and pastoral elements.
- To undertake an internal verification caseload where vocationally competent.
- To update all records through case conferencing on a monthly basis for wok based learners.
- To prepare for and attend apprenticeship strategy group meetings.
- Liaise with external bodies/universities/employers promoting employment and progression for learners.
- To carry out observations and appraise lecturers and assessors on an annual basis
- To report to Assistant Director where objectives are not being met and student achievement is at risk.
