- Summary and Role Purpose:
Your main responsibility is to ensure that the business compliance processes are effective in ensuring that the business fully complies with its obligations with regards to Education Skills Funding Agency rules. They are responsible for ensuring that the company's funding contracts are delivered fully compliantly and are also responsible for protecting the integrity of our contracts and not allowing the business to operate beyond stated ESFA compliance rules.

compliance submissions are submitted accurately first time.
Full responsibility for training of all Compliance Processes to all staff within the business to
ensure comprehensive understanding and a standardised approach.
Work with staff, Managers, Heads of Departments and members of the Senior Leadership
Team, to understand current compliance processes, identify and prioritise problem areas
and opportunities for improvement, carry out detailed gap analysis and instigate a clear
Compliance Process Improvement Plan.
To oversee the implementation of the Compliance Process Improvement Plan by working
with managers, team members and other employees to ensure that the plan is clear and can
be applied quickly and efficiently and reflects all funding compliance requirements.
Carrying out regular scheduled audits of Compliance Processes to ensure adherence to these and identify potential risks to funding compliance.
Action planning as a result of audit activity to implement changes to processes or provide
training support in order to improve competence with regards to compliance activity across
the business.
Working with the Funding & Contracts Manager to proactively understand, interpret and
implement changes in funding guidance swiftly, clearly and effectively and ensuring this is
reflected in changes in process, documentation and training.
To ensure processes meet statutory and contractual compliance as well as to develop best
practice within the company.
Data:
routinised data reporting schedule.
Ensuring the timely submission of data to ensure deadlines for funding submissions are met.
Working alongside the Finance Team to provide timely and accurate data to allow them to
accurately forecast monthly income.
Completing PFR Reconciliations with the Finance Team to ensure that all funding drawn
down on a monthly basis is accurate and that funding clawback is avoided.
Full responsibility for the PICS system ensuring that the system is utilized effectively and
produces accurate data reports.
Ensuring the ILR Upload for Direct Contracts is completed 100% accurately on a monthly
basis.
Completion of thorough Management Information Reconciliations with Operations Teams to
ensure Compliance data reflects Operations data at all times.
People:
Managing the team of onsite Compliance Administrators to ensure they are fully trained in
and competent in the complete cycle of Compliance Activity for their Academy Site (Starts,
Completions, Withdrawals, Breaks in Learning, Reviews, Change of Circumstances)
Empowering the onsite Compliance Administrators to effectively manage the compliance for
their site, to include all required compliance activity including paperwork processing,
maintenance of audit trails, data inputting and reporting and uploads to ESFA/ External
Partners as required.
Ensuring that adherence to process is maintained with regards to compliance across the
entire business and that where audit activity highlights areas of weakness that supportive
training and guidance is given to improve performance.
Capacity to communicate with stakeholders at all levels to interpret, present and analyse
data effectively.
To ensure that there are relevant and appropriate Compliance Guidance documents
available to support staff with the completion of compliance documentation and ensure
these are reviewed in line with any Funding or Process changes.
To engender a ‘right first time’ approach within the Compliance Team.
Effectively forecasting the monthly Compliance workload and managing compliance
administrators to ensure processing targets are met to ensure timely financial payments.Required Competencies:
Having a full knowledge and understanding of Apprenticeship Funding and Performance
Management Rules and Technical Funding
Experience of working with data, including analysing and presenting this.
The ability to solve problems in a complex environment with meticulous attention to detail.
Ability to conduct audit activity against ESFA/EFA Funding requirements and use findings to
further improve processes and performance.
Ability to build effective and positive relationships both internally and externally to help
earn trust, respect, credibility, and productive interactions and ensure that Compliance
guidance and process is clearly defined.
